Clio Taps Harbor to Scale Enterprise Legal AI Adoption

Vancouver-founded legaltech company Clio has entered a global partnership with professional services firm Harbor to help large law firms and corporate legal departments deploy artificial intelligence across their organizations.

The partnership is aimed at Am Law firms and Fortune 500 legal departments adopting Clio Operate and Vincent by Clio. It combines Clio’s enterprise software with Harbor’s services in strategy, implementation, systems integration, change management, training, and adoption.

For Clio, the agreement marks another step in its expansion beyond the solo, small, and mid-sized firms that built its practice-management business. The company has been moving rapidly into the enterprise market through acquisitions and the launch of a dedicated Clio for Enterprise division.

Clio Operate is the matter-management platform that emerged from Clio’s 2025 acquisition of ShareDo. Designed for high-volume and complex matters, the platform is intended to sit at the centre of an organization’s existing technology stack and connect workflows, data, and operations. Clio says the software can enable matter creation up to 80 per cent faster, shorten case lifecycles by 40 per cent, and increase fee-earner capacity by 30 per cent. Those figures are company-reported performance claims.

Vincent, meanwhile, became part of Clio through its US$1-billion acquisition of legal intelligence company vLex, completed in November 2025. The AI platform supports legal research, contract review, drafting, and document summarization using a collection of more than one billion curated sources spanning case law, statutes, dockets, and regulatory materials.

Under the new arrangement, Harbor will serve as an advisory and implementation partner for both products. Its work with shared clients will include assessing strategy, designing solutions, integrating technology with existing systems, managing organizational change, and supporting training and adoption.

Harbor brings more than 30 years of legal-industry experience and a global team of more than 900 professionals across strategy, technology, operations, and intelligence. That services component could prove significant as legal organizations try to move beyond limited AI experiments and embed the technology in everyday work.

“Together, we’re ensuring their technology investment results in lasting adoption across the firm,” Clio President and Chief Operating Officer Ronnie Gurion said in announcing the partnership.

Harbor executive Justin Farmer said large legal organizations are not simply adding new tools but redesigning how work moves through the business. Harbor’s role will be to connect technology choices with each client’s operating model, workflows, data, and people, he said.

The partnership reflects a broader shift in the legal AI market. For large organizations, the challenge is increasingly not only selecting software but also integrating it with established systems, redesigning processes, training users, and measuring whether adoption produces durable business value.

Clio and Harbor are positioning their combined offering around that implementation gap: Clio provides the legal AI and operational platforms, while Harbor helps clients incorporate them into the way legal work is delivered.

For Clio, the deal also strengthens an enterprise strategy built through the ShareDo and vLex acquisitions. Together, Clio Operate and Vincent extend the Canadian company’s reach from managing the business of a law firm into the substance and delivery of legal work—an increasingly competitive front in the global legal technology market.
